EXTERNAL AFFAIRS DIRECTOR
In this important leadership role, you will be responsible for developing and driving a strategic communication, marketing, and policy plan for our External Affairs Department. We will rely on your keen organizational skills to advance our fundraising efforts and mission, while leading new business research, planning, and proposal development. Working with the Executive Director, you will also develop and execute policy activities to support the PCDC and the safety net primary care sector.
A Master’s degree in public health, policy, public administration, or a related field is crucial for this position. The ideal candidate will have 10+ years of fundraising, communication, marketing, and/or policy experience. Exceptional communication skills are essential, as is demonstrated success in fundraising and revenue generation. In addition, applicants must have a strong background managing multiple, simultaneous projects involving cross-functional product teams within budgetary and schedule constraints. Superb relationship-building skills and broad functional experience in strategic planning are key.

DIRECTOR PERFORMANCE IMPROVEMENT
Primary Care Development Corporation (PCDC) seeks a strategic and business development program executive to help address the clinical, financial and operational challenges faced by primary care providers in medically underserved communities. This Director will create the vision for, and direct, two of our core program areas—Performance Improvement (PI) and Healthcare Information Technology (HIT)—to ensure their business/financial success, and that quality standards are achieved.
As a member of PCDC’s Leadership Team, this position will:
- direct and develop the PI and HIT program staff
- provide leadership for the design, development and delivery of PI and HIT product/service offerings (both new and existing)
- measure quality and performance results of PI and HIT programs
- collaborate with Fiscal Management on project budgeting and financial operations
- plan, cultivate and negotiate opportunities for business development and revenue growth, particularly through paid client engagements, and government/foundation funding
Qualified candidates must possess a master’s degree in public health or related discipline (or strong commensurate community health experience) along with fifteen years of experience developing/implementing performance improvement and information management programs in public healthcare settings, including five in a leadership capacity. Extensive programmatic and technical knowledge of health care operations, clinical service delivery, information management, and performance improvement methods are needed. Sound communication, interpersonal, collaborative, business planning, relationship-building, fiscal management and proposal development skills are also required.

SENIOR PROGRAM MANAGER
PCDC is seeking a Senior Program Manager(s) in its Performance Improvement Division for a training and implementation program designed to increase the emergency preparedness level of primary care sites.
Responsibilities
The Senior Program Manager is ultimately responsible for the successful execution of assigned projects, working with cross-functional and/or project team resources to ensure projects are delivered on-time and on budget according to defined scope, timeline and cost parameters. The Senior Program Manager plans, schedules and controls all project activities toward these objectives, applying technical, theoretical and managerial skills to satisfy project requirements, while building positive professional relationships with clients (primarily primary care providers and community health centers) and associates. The Senior Program Manager is also responsible for managing direct client work (i.e. working with client teams to achieve project goals). This individual reports to the Operations Director, but may be directed on assignments by Program Directors within the organization.
Requirements and Skills
- Knowledge of primary care site operations (all types)
- Demonstrated experience managing multiple simultaneous projects involving cross-functional product teams within budgetary and schedule constraints
- Demonstrated experience directing internal and/or external project teams
- Effective facilitator/mediator for client teams and ability to manage team dynamic
- Demonstrated skills and experience in negotiation, problem identification and resolution
- Strong teamwork, communication and interpersonal skills
- Strong verbal and written communication skills, including presentation skills
- Knowledge of emergency management not required, but willingness to learn essential
- Bachelor’s degree and 5 years experience as a Program or Project Manager, or equivalent relevant experience. Master’s degree in relevant healthcare field, e.g., MPA, MPH a plus.

PROGRAM MANAGER, HEALTH INFORMATION TECHNOLOGY
The Program Manager participates on a team that designs and implements PCDC’s Health Information Technology (HIT) programs. These programs focus on improving quality of care, improving the patient experience, streamlining workflow processes and operations, and building internal capacity at client health centers through the effective use of HIT. The Program Manger must thrive in a fast-paced environment and be able to effectively manage all aspects of an HIT life cycle project in support of PCDC’s organizational mission and philosophy, program goals and client’s expectations. In addition, the Program Manger must be able to leverage health center client expertise in owning and achieving project tasks and project deliverables.
Specifically, the Program Manger is responsible for the successful execution of assigned HIT life cycle projects that involve selection, preparation, implementation and the quality integration of EHR, e-PMS and quality improvement/assurance HIT tools. These responsibilities include working with cross-functional and/or project team resources to ensure projects are delivered on-time and on budget according to defined scope, timeline and cost parameters. The Project Manager plans, schedules and controls all project activities toward these objectives, applying technical, theoretical and managerial skills to satisfy project requirements, while building positive professional relationships with clients and associates.
This individual reports to the HIT Senior Program Manager but may be directed on other assignments by other Program Directors within the organization.
Responsibilities:
- Provide and promote high standards of professionalism, integrity and leadership throughout the life of HIT projects, both within and outside the organization, appropriately representing PCDC’s business philosophies, protocols and standards
- Develop, maintain and effectively execute project plans throughout the life of assigned project(s) according to established procedures, channels and success expectations
- Understand, define, communicate and manage the scope of the project
- Create and maintain a project schedule, which defines activities, sequence, dependencies, work effort, duration and associated resource requirements
- Forecast, track and manage work against project budgets; process POs and invoices as appropriate
- Define, negotiate, communicate, implement and monitor quality standards on all project deliverables
- Identify and acquire appropriate resources to meet project needs
- Manage client and internal team performance and dynamics as appropriate
- Plan and manage internal and external project communications, ensuring effective exchange of project information and deliverables
- Identify, analyze, prioritize, mitigate and communicate project risks
- Promote the professional development of project and peer team members
- Support development of new business proposals
- Assist in the ongoing development and management of the department and organization as required
Qualifications:
- Bachelor’s degree and 2-5 year’s progressive project management experience or equivalent relevant experience, with a minimum of 2 year’s experience in Healthcare industry
- Experience in program development and project management in health center, community based organization, and/or NYC nonprofit setting
- Must be able to demonstrate well developed and proven organizational, problem solving, analytical, customer service and oral and written communication skills
- Excellent ability to translate technical terminology for consumption by non-technical audiences.
- Must be able to function in a dynamic clinical practice environment subject to impromptu changes in schedules and priorities
- Able to maintain a global perspective and see impacts and results beyond the traditional organizational walls (departments, services, geographic location)
- Functions as a change agent- is not threatened or intimidated by change and uncertainty
- Adept at persuading and training clinical practice staff (including physicians) to adopt new workflows and tools, requiring strong knowledge of change management.
- Knowledge of adult learning and training methods, and ability to structure and deliver ongoing user training (both classroom and online).
- Familiarity with primary care health center operations, quality assurance, and information systems design.
- Knowledge of networks and security

- Demonstrates knowledge of redesigning clinical processes to improve efficiency and patient care, preferably in conjunction with the implementation of a clinical information system
- Proven accomplishments in grant writing, professional networking and relationship building, business development, and managing public initiatives with multiple stakeholders.
- Knowledge of HIT specific applications such as EHR, e-PMS, and quality reporting applications.
